International donors should provide sufficient support to ensure that the disarmament process is pursued and that individuals with links to illegal armed groups are encouraged to disarm. Political pressure should also be exerted on such groups by both the government and the international community. The 2010 elections should provide an incentive for compliance with the Disbandment of Illegal Armed Groups Program.
