Essential - The Civil Registry should be improved to ensure all citizens are registered and provided with ID Cards.

Possible Improvements Suggested:
1. More mobile teams should be used to register Ecuadorians living in remote and less accessible areas especially in the Amazonian region and in the Northern part of Esmeraldas.
2. More accurate information should be provided regarding where the army personnel will be stationed during E-day.
