Essential - The EU EOM recommends that a possible constitutional reform be considered in order to release the electoral administration from partisan control, allowing for an increase in citizen participation in the process, both in its permanent and temporary structures (JED, JEM and JRV).
Addressed to - Legislative Assembly.
Possible Improvements Suggested - The electoral management body’s neutrality and independence will be consolidated by reducing the partisan control of the election administration, which will also serve to increase public trust in its management and decisions.
