The Chiefs of Staff of the military and police should issue and enforce orders to their personnel not to interfere in any way with the conduct of polling, counting, aggregation or the storage or transportation of ballots beyond the narrow requirements of security as set out by the NEC. This is particularly relevant in South Sudan.
