Serious efforts should be made to limit the involvement of governmental administrative structures in the organization and implementation of the electoral process. The development of an independent structure should be envisaged for the NEC and the ZEC throughout the country, diminishing its dependence on local administrative structures. The appointment of NEC commissioners should be revised in order to increase confidence in the NEC's independence among all stakeholders. Also, a multi-party appointment panel and a two term limit mandate for the commissioners should be considered.
