The EU EOM recommends to introduce a provision in the electoral law which stipulates clear criteria and selection mechanisms for CSE magistrates, with a view to emphasising their neutrality, independence and professionalism. This would ideally be undertaken through a process of consensus between the legislative majority and the opposition. When the National Assembly renews the CSE, as imminently required by law, the EU EOM would welcome that when electing magistrates, priority be given to the principles of neutrality and qualifications, and that the process be, again, consensual, despite the fact that the FSLN will have a sufficient majority to renew the CSE unilaterally.
