Recommendation 3 (Legal Framework) Zambia 2011

A review of the Penal Code Act, Electoral Act and the Code of Conduct could be conducted to ensure that any sanctions for offences are proportionate and consistent. This should also include the provisions on defamation. At the same time certain provisions such as those regarding the campaign moratorium could also be clarified.
