Recommendation 7 (Election Administration) Zambia 2011

To ensure consistency the Chairperson of the Electoral Commission could replace the Chief Justice as the returning officer for the presidential election. Such a step would avoid a potential conflict of interest in the event of a petition to the Supreme Court over the validity of a presidential election.
