Financial obstacles should be removed, through the issuing of CNICs without a charge. NADRA outreach should be extended, particularly to marginalised and under-represented groups such as women, rural populations in remote areas, people with disabilities, internally displaced persons, and people who are nomadic, homeless or living in temporary accommodation.
