The Carter Center Observers advise that the participation of Bawaslu and
Panwaslu(tradition electoral advisors) be limited to electoral indiscretions that do not break the law. The responsibility of responding to electoral disputes must be the sole responsibility of the KPU. The time period for filing complaints must be made longer or become streamlined. In addition it must become open to individual complaints.
