The Carter Center Observers believe that there is a need for the revilement of the law governing the reporting of funds raised for both all candidates and informal tickets. More specially there needs to be way to trace the flow of money moving for the national officials to provincial elections. The Ability for the KPU to enforce existing regulation and to audit a candidate's finances must be increase. Currently they have little power to sanction a candidate because financial inconstancies. Also there is a need for the new legislation enforcing the even distribution of the Public financiers. Last the giving of gifts and material bribes to voter before election must be closer monitored.
