The current party provided ballot system encourages fraud and limits secrecy Also there are unnecessary restrictions on who has the ability to vote. Restriction against active security personal and naturalized citizen should be reconsidered. contingencies should be developed for increasing accessibility to the polls for those who are hospitalized. A Major observation made by the Carter Center is that Confessional system that is present in Lebanon severely limits the ability for all Lebanonese citizens to run for office. out of 128 seat in parliament 11 are reserved for minorities. The last majorly disenfranchised group is non residential Lebanonese. A better absentee voter system should be developed.
