In the context of cooperation with international partners, clear rules concerning the eligibility of certain budget items should be established. Given the general situation of the Ivorian State, which appears to have sufficient resources to guarantee regular funding for elections, it would appear reasonable that the operating costs of the institution, and the payment of expenses allowed to staff of local commissions and polling stations, should be considered the sole responsibility of the State
