Reform the elections law into a comprehensive one that would address all fundamental components of the electoral system in a consistent and clear manner to ensure a sound legal basis for elections. Included in this legislation should be the rights of domestic and int'l observers, the recount process, campaign finance regulations, and use of state resources.
