Election management bodies should communicate often and openly to their staff, observers, and the public and devise an appropriate strategy to do so. Staff should be adequately and timely paid for their work, as well as adequately trained in all steps of the election process, including in providing assistance during voting. Registration and polling centers should be distributed with consideration of target communities and availability of transport. Voter lists should be timely published. Clear distinctions should be made between observers and political party agents during the election campaign. Domestic observers should be appropriately accredited and selected by appropriate criteria.
