Anthony Bowyer

Anthony C. Bowyer has more than a decade of experience in designing and managing election assistance and civic education programs. He specializes in civic education and conflict resolution issues. Bowyer’s areas of expertise also include project design, program management, survey design and implementation, logistics, financial management, personnel management, project start-up and close-out. Bowyer has managed long-term USAID-funded activities in Tajikistan, Kazakhstan, Kyrgyzstan, and Uzbekistan. Since 1995, Bowyer has managed all of IFES’ Central Asia project activities. CNN International’s Insight program featured Bowyer as an expert on Kazakhstani politics in 1998. In addition, Bowyer has been a guest lecturer at American University, the George C. Marshall Center, the Foreign Service Institute, National Defense University, and the Helsinki Commission of the United States Congress. In October 2003, Bowyer made a presentation to a full session of the Majlisi Namoyandagon (lower house of parliament) in Tajikistan on the importance of open and fair elections. He has authored several short articles for IFES publications and recently co-authored the report Political Parties in Tajikistan: Facts, Figures and Analysis. He also co-authored Political Engagement and Enfranchisement of Labor Migrants from Tajikistan which was based on the results of a public opinion survey he helped design and implement. Bowyer consulted on an on-site election administration survey research project in Albania in 2001 and served on the initial pre-election assessment team advising the Coalition Provisional Authority in Iraq in 2003. Bowyer earned a bachelor’s degree in Russian area studies from the University of Minnesota, a master’s in international studies from the University of Miami and an honorary degree from The Engineering Academy of the Republic of Tajikistan. He is fluent in Russian.
