Paolo Maligaya

Paolo B. Maligaya has had more than 20 years of election experience in the Philippines and internationally. As volunteer and as member of the national secretariat team of the Philippines' National Citizens' Movement for Free Elections (NAMFREL), a nationwide, non-partisan volunteer organization that has monitored the conduct of Philippine elections since 1983, Paolo has been involved in electoral reform advocacy, parallel vote counting, auditing of votes, capacity building, and voter education. His duties have included helping oversee national operations, liaison with partner organizations and government agencies, and management of online and social media efforts and external communication, including conceptualization, design, and distribution of voter information materials. For national election observation, Paolo has been involved in design of observation methodology, data collection and analysis, and in the recruitment, training, and deployment of domestic observers. Internationally, Paolo has monitored elections since 2001 in different countries including Sri Lanka, Indonesia, Nepal, Egypt, Guyana, Liberia, Moldova, and Afghanistan, in various capacities as part of election observation missions of organizations such as The Carter Center, the National Democratic Institute (NDI), and the Asian Network for Free Elections (ANFREL). He observed overseas voting in Manila in the 2018 Colombian Presidential election, accredited by Colombia's election commission. In 2015, Paolo consulted with NDI in Afghanistan by assessing the technical observation capacity of five Afghan national election monitoring organizations, and designed and delivered training programs for them based on the findings of the assessment.
