Raul Lucian MuresanElectoral and governance expert with over 25 years of experience in electoral assistance and observation across 25 countries, including the Western Balkans, Eastern Europe, Central Asia and Sub-Saharan Africa. Held key roles with ODIHR, UN, OSCE, EU and IFES, contributing to electoral reform, field operations and complex mission delivery in transitional and post-conflict contexts. Led the design and application of technical tools for voter registration audits, gender and disability inclusion assessments, legal and procedural reviews, and follow-up on election observation recommendations. Thematic expertise includes election administration, voter and candidate registration, electoral systems, legal frameworks, polling operations, out-of-country voting, and the engagement civil society organizations in electoral processes. Served as Deputy Head in 12 ODIHR election observation missions and co-ordinated electoral operations in Afghanistan, Ivory Coast and Kosovo. Proven ability to bridge policy and practice in politically sensitive environments, supporting credible and inclusive electoral processes in line with international standards and good practice. |
