In accordance with the Constitution, 450 deputies shall be elected to the State Duma. 2. 225 deputies of the State Duma shall be elected in single-mandate electoral district (one district – one member). Electoral districts are to be formed according to Article 12 of this Law. 3. 225 deputies of the State Duma shall be elected in the federal electoral district in proportion to the number of votes cast for the federal lists of candidates to the deputies (hereinafter – federal lists of candidates). 4. Number of votes cast for the federal list of candidates shall be defined as a sum of votes cast for the federal list of candidates in each subject of the Russian Federation and outside of its territory.
