تعليقات Article 60 • International law The President of the Republic is the Head of State. He sees to the respect for the Constitution. He assures, by his arbitration, the regular functioning of the public powers as well as the continuity of the State. He is the guarantor of the national independence, of the sovereignty and of the unity, of the integrity of the territory and of the respect for the treaties and international agreements. Article 61 • Head of state term length The President is elected for a mandate of five years by universal direct suffrage. It is re-eligible. Article 66 The election of the President of the Republic takes place by uninominal majority ballot in two rounds. The candidate having obtained the absolute majority of the suffrage expressed[,] is declared elected at the first round. If no candidate has obtained the absolute majority in the first round, it proceeds, the second Sunday following, to a second round for the two candidates arriving ahead. The candidate having obtained the greatest number of votes at the end of the second round, is elected President of the Republic.

تعليقات The electoral system combines the majority system and proportional representation. In districts where there is only one seat to be filled, the election shall be FPTP in one round. The candidate who obtained the highest number of votes is elected. In districts where there are several seats to be filled, the election takes place on the basis of proportional representation with closed party lists. If a list obtains an absolute majority of votes cast, all seats are allocated to this list. If no list obtains an absolute majority, the distribution of seats is done proportionally to the number of votes obtained by each list in each district. The remaining seats are distributed according to the largest remainder method.
