تعليقات The Constitution states, "Parliament shall consist of members elected on the basis of universal franchise through an electoral system which includes an element of proportional representation so as to ensure fair representation of different political groups and opinions." The Republic of Vanuatu is the only democracy today that employs what is known as the Single Non-Transferable Vote Multiple members may be elected in some electoral constituencies, but choose only one candidate, regardless. The candidates with the most votes in each district, equal to the number of seats allotted to that constituency, shall be elected.
