The Electoral Commission shall, at intervals of not more than 4 years, review the number of electoral districts, the boundaries of those districts, and the number of members of the Maneaba to be elected to represent each electoral district, taking account of the most recent census date for citizens of Kiribati, subject to the provisions of section 118 (4) of this Constitution; and the movement of people within Kiribati.
The Maneaba may approve or reject the recommendations of the Commission under the preceding subsection but may not vary them; and, if so approved, the Chairman of the Commission shall thereupon by order under this Constitution make provision for the recommendations as have been so approved which shall have effect as from the date of the next dissolution of the Maneaba.

The Government Statistician obtains census results and other information specified under section 77(6) from the Electoral Commission. The Government Statistician then reports the results of the census and their calculation of the Maori electoral population to the Surveyor-General and other members of the Commission. After receiving the Government Statistician's report, the Surveyor-General shall prepare maps showing the distribution of the population and provisional boundaries for the electoral districts. The Surveyor-General shall then call a meeting of the Commission.

10. The CEC develops a new scheme of single-mandate electoral districts and their graphic representation and presents it in the prescribed manner to the State Duma no later than 80 days prior to the expiration of the term for which the previous scheme of single-mandate electoral districts was approved. The scheme of single-mandate electoral districts shall contain:
1) the name of each single-mandate electoral district and its number;
2) a list of municipalities or localities in each single-mandate electoral district. If the single-mandate electoral district includes part of the territory of the municipality or town, the list should describe border of this part of the territory of the municipality or town. If the single-mandate electoral district includes the entire territory of a subject of the Russian Federation, the list of municipalities and localities of inside it shall not be included;
3) the number of voters registered in each single-mandate electoral district;
4) the number of voters assigned in accordance with Part 9 of this Article to single-mandate electoral districts, with an indication of foreign countries where the voters reside.
