For illiterate voters who cannot fill out their ballots by themselves, the committee at the level of polling unit shall nominate someone to assist them in filling out the ballot according to the voters’ choice, and then let them deposit the ballot by themselves. In the event that such persons cannot deposit the ballot by themselves, the committee at the level of polling unit shall nominate someone to help them to do so in their presence;
