In the 2010 parliamentary elections, voter education was carried out in co-ordination with the Central Commission for Elections and Referenda by the International Foundation for Election Systems (IFES). This took the form of six television spots that were broadcast by state TV stations on a daily basis. NAPST also conducted voter education in 65 towns for 1,300 people from different professional groups. Several voter education projects were supported by international partners, including in eleven Women’s Resource Centres throughout the country. These provided women with information and training on the voting process.

The initiative began with a seminar titled "Journalism for Youth" in Dusti, attended by 20 competitively selected students from Khatlon Province. The seminar covered the role of journalism in a democratic society, media legislation, and the importance of independent press, culminating in the creation of a Wall Newspaper.
As part of the broader program, the OSCE plans to conduct seminars across Tajikistan, engaging local authorities, political parties, law enforcement, women, and youth. Key topics include multi-party systems, human rights, freedom of the press, women's rights, local governance, and the prevention of torture. The program aims to strengthen civic awareness and democratic principles in Tajik society.

The registration fees are returned to those parties, who pass the 5% threshold. The candidate must collect not less than 500 signatures of electors from this electoral district for his support. Each voter has to give his signature only to one candidate from the electoral district of his residence. Subscription lists contains surname, name and last name of the candidate and of his/her empowered person, place of residence, series and number of passport or any other document confirming the identity of the empowered person, ordinal numbers, surnames, names and last names of signatories, dates of birth, series and numbers of passports or other document proving the identity of signatories, places of their residence, their signatures and the date of signing.
