Guinea Bissau: Preliminary Statement, Early Presidential Elections-Second Round, EU (2009)
The two‐week electoral campaign for the second round was held in a quiet and orderly manner. As in the first round, the second round election was conducted under a legal framework that provided for democratic elections. The EU EOM considers, however, that the legal framework can be improved, harmonized and simplified in advance of future elections. Essential improvements already recommended by past EU EOMs include, among others, then implementation of the vote of the Guinean Diaspora, a provision for election monitoring by non‐partisans groups of domestic observers.
