On 28 October three simultaneous elections were successfully held for the first time. Election day was carried out in a very well organized manner and participation was peaceful and calm. However, insufficient measures of transparency and a degree of constraint with regard to political activity and voter choice at a local level showed weaknesses in the electoral framework that call for fundamental improvements.

Although successful elections are possible without registering voters, a registration process and the production of a voter register has many significant advantages. Two major advantages are an increase in transparency of the electoral process and facilitating an appeals process for a voter who is denied inclusion.
To guide electoral management bodies (EMBs) through the implementation and reform of civil and voter registries, IFES has published Civil and Voter Registries: Lessons Learned from Global Experiences.
Edited by Michael Yard, this study examines three categories of civil and voter registries through the dual lenses of local culture and globally accepted principles:
1. First time registration
2. Strengthening existing registration with new technology
3. Using a continuous registration system or a civil register
Case studies on Kosovo, Afghanistan, Iraq, Guyana, Sri Lanka, the Philippines, Georgia, and Canada are presented to better illustrate the myriad of issues EMBs must address. The study concludes with a summary of recommendations culled from varying experiences around the world.

In 1998, Indonesia – one of the world’s most ethnically diverse countries – transitioned into its second democratic period after 31 years under a dictatorship. Suharto’s fall unleashed long-simmering ethnic tensions that killed at least 10,000 people between 1997 and 2002. This combination of ethnic diversity and ethnic conflict during democratic transition often portends the formation of ethnic political parties around particularistic and chauvinistic group identity. However, Indonesia’s political system remains dominated by multiethnic parties.
This Paper focuses on the influence of election rules in preventing the rise of ethnic parties in Indonesia.

This primer provides an overview of all aspects of the American electoral process, from how campaigns are conducted to the mechanics of the voting process. One key difference between the United States and other countries is the level to which American elections are governed in a decentralized manner. In the U.S., there is no central election body. No single federal government agency is in charge of reporting the results of federal elections, adjudicating federal election disputes or setting the rules for federal elections. Instead, American elections are run by states – within a basic framework of anti-discrimination laws set by federal law – and almost all states, in turn, delegate the actual conduct of elections to local election officials. It is in the almost 10,000 counties, cities or townships (local election jurisdictions) that elections are implemented in the U.S.

IFES: An Integrated Approach to Elections and Conflict (2012)

In this paper, IFES links the conflict cycle and the electoral cycle to highlight effective conflict-sensitive electoral management strategies. Overlapping the two cycles shows the breadth of activities that already focus on reducing election-related violence and encourages innovation to fill existing gaps.
Recommendations center on electoral planning that merges technical expertise with a multi-stakeholder approach. Strategies are outlined first by stages within the conflict cycle and cross-referenced with stages in the electoral cycle. Merging conflict-reduction approaches with the electoral cycle allows a better understanding of the inter-dependent roles that stakeholders play in reducing violent conflict around an election.
