The Carter Centre has observed the Sudanese Elections which took place on 11 April 2010; and issued on 10 May 2010 its statement on the Elections which reported widespread irregularities in Sudan's vote tabulation and strongly urges steps to increase transparency.

This article explores the history of elections by secret ballot in Sudan since the 1950s, and considers what lessons this history may offer in the run-up to the national elections planned under the Comprehensive Peace Agreement. The article locates the repeated use of the secret ballot in Sudan in the context of a wider state-directed project of modernity, for which the secret ballot offers a performative enactment of the relationship between an efficient state and a disciplined citizenry. The article therefore focuses on the actual procedure of elections, rather than on high politics, and it argues that despite a formal insistence on consistent procedure, practice often deviated from the supposed rules.

Sudan: Strong Start to Registration But Urgent Action Needed to Ensure Broad Participation, Carter Centre (2010)

This statement on Sudan's referendum has been issued on 24 Nov 2010, to welcome the opening of voter registration, and at the same time, it urges the Southern Sudan Referendum Commission (SSRC), to deliver additional materials to the referendum centers , where high demand is rapidly depleting supplies. In addition, the SSRC should urgently release regulations concerning the media and campaigning, the exhibition and objections period, and polling and tabulation of results.
