The article locates the repeated use of the secret ballot in Sudan in the context
of a wider state-directed project of modernity, for which the secret ballot
offers a performative enactment of the relationship between an efficient state
and a disciplined citizenry. The article therefore focuses on the actual procedure
of elections, rather than on high politics, and it argues that despite a
formal insistence on consistent procedure, practice often deviated from the
supposed rules.

This statement on Sudan's referendum has been issued on 24 Nov 2010, to welcome the opening of voter registration, and at the same time, it urges the Southern Sudan Referendum Commission (SSRC), to deliver additional materials to the referendum centers , where high demand is rapidly depleting supplies. In addition, the SSRC should urgently release regulations concerning the media and campaigning, the exhibition and objections period, and polling and tabulation of results.

A total of 134 observers from 25 member states of the European Union, as well as from Norway, Switzerland and Canada, were deployed to assess the electoral process against international standards for democratic elections and the laws of Sudan, in accordance with EU methodology and ‘The Declaration of Principles for International Observers’.
