Bolivia: Final Report, Constitutional Referendum, EU, (2009)

The European Union Election Observation Mission (EU EOM) was in Bolivia from 14 December 2008 to 6 February 2009 following an invitation of the National Electoral Court (Corte Nacional Electoral, CNE) and the Government of Bolivia. Despite a difficult constitutional-making process, and a campaign period which contributed to increased polarisation within the country, the Referendum was conducted in a credible manner. All key political actors have accepted the overall results. However, political divisions remain, necessitating renewed dialogue and strengthening of democratic institutions.
