Venezuela: Electoral Monitoring Mission Report, Constitutional Referendum, Organization of American States (1999)

This report is the result of an invitation by the Government of Venezuela for an Electoral Observation Mission to be deployed by the Organization of American States (OAS) for the Constitutional Referendum held on December 12, 1999. This was the second referendum held in that year, as well as the second electoral process to be observed by the OAS during that year, and was meant to give the electorate an opportunity to vote on the approval of the Draft Constitution by the National Constituent Assembly.
