Afghanistan: Working with Counterparts 2005 ENG

A key priority of the JEMB Secretariat is to develop the professional capacity of Afghan JEMB and JEMBS staff; to ensure that they are best prepared to assume responsibility for future elections. Collaboration between international and Afghan colleagues should take place under the assumption that Afghan election officials will form the core of the future election administration and therefore both Afghans and internationals must take the opportunity of this election to refine the skills of our Afghan hosts. We as internationals also hope to better conduct elections in Afghanistan by learning from our Afghan counterparts. Paper on working with counterparts
