Afghanistan:Pre-Election Observation Report,Presidential and Provincial Elections, ICG (2009)

Afghanistan's Elections Challenges: This report from the International Crisis Group (ICG) analyzes the difficulties that Afghanistan will have to face in order to conduct fair and democratic elections in 2010. The Afghan Independent Election Commission, supported by the UN, will need to address a series of delicate yet essential issues. These issues include subjects such as the legal framework of the elections (the electoral law and the political party law) and the voter registration procedures. A fundamental aspect to take into account will be the security issue: all citizens in all regions should have the possibility to exercise their right to vote without intimidations or threats. The 2010 elections are fundamental to restore the authority and reliability of democratic institutions in the country.
