Azerbaijan: Joint opinion on the draft law on amendments and changes to the electoral code, Venice Commission and OSCE-ODIHR (2008)

The adopted amendments have addressed some previous recommendations of the OSCE/ODIHR and the Venice Commission. This is a positive development. However, some of the new amendments are problematic. In addition, several previous recommendation remain unaddressed or insufficiently addressed.
