Kazakhstan: Voter registration Case Study (2006)

This case study is part of the "Comparative Study of Voter Registration Instruments and Practices" commissioned by Development Associates, Inc to help MPs, experts, the CEC and the Ukrainian voter begin to address the registry/list issue publicly in a fashion conducive to informed debate and to help focus current efforts at facilitating establishment of a National Voter Registry.

The "Constitutional Act of the Republic of Kazakhstan on elections in the Republic of Kazakhstan" regulates elections of the President, the Senate and Mazhilis deputies of the Parliament, deputies of maslikhats and members of other local self-administration bodies of the Republic of Kazakhstan.

This Statement of Preliminary Findings and Conclusions is the result of a common endeavour involving the OSCE Office for Democratic Institutions and Human Rights (OSCE/ODIHR) and the OSCE Parliamentary Assembly (OSCE PA). It was released on a press conference in Astata, on Monday April 4 2011. The assessment was made to determine whether the election complied with the OSCE commitments for democratic elections, as well as with legislation of the Republic of Kazakhstan.

The second interim report of OSCE/ODIHR election observation mission was issued on 25 March and covers the pre-election period of 15-21 March. The report focuses on electoral administration, campaign environment, the media, complaints and appeals.

Основные темы отчета - правовая база и избирательная система, организация избирательного процесса, регистрация избирателей, выдвижение кандидатов и их регистрация, участники выборов и обстановка в ходе избирательной кампании, СМИ, жалобы и заявления, участие женщин и национальных меньшинств, местные наблюдатели.
