Handbook for Long-Term Election Observers, OSCE - ODIHR

As an OSCE institution, the Office for Democratic Institutions and Human Rights (ODIHR) promotes democratic elections worldwide. This handbook focuses on a specific figure of the broader electoral observation field: the Long-Term Observer (LTO). In recent years, the importance of the role of LTOs has been recognized and valued. This handbook aims at facilitating their work in the context of an election observation mission and it is meant to complement the ODIHR's Election Observation Handbook (Fifth Edition). LTOs support the short-term observers with briefings and necessary logistical support, and they are therefore crucial in determining the success of a mission.
