Albania unable to hold elections, EU admits, EurActiv (2011)

The article reports that EU High Representative Catherine Ashton and Enlargement Commissioner Štefan Füle believed "The elections in Tirana were not good as they demonstrated beyond doubt that the electoral framework needs to be reformed," extending these comments to include all of Albania.
