Finland: Voting age may be lowered to 16, Helsinki Times (2010)

This article reports on the Finnish Justice Minister's proposal to lower the minimum voting age for municipal elections. Lowering the voting age usually improves the voter turnout, as the turnout among young people is generally the lowest of any group.
