In their Statement of Preliminary Findings and Conclusions, the OSCE/ODIHR and the OSCE PA concluded that the 16 December pre-term parliamentary elections failed to meet a
number of OSCE commitments, despite respecting some that underscore existing pluralism. The elections were a missed opportunity, falling short of public expectations for the further consolidation of the democratic election process in Kyrgyzstan. Further efforts and political will are necessary to underpin the progress which was evident during the 2005 presidential election.

Needs assessment report ahead of the 23 July 2009 presidential election in the Kyrgyz Republic, OSCE/ODIHR

In anticipation of an invitation to observe the upcoming presidential election, scheduled for 23 July 2009, the OSCE/ODIHR undertook a Needs Assessment Mission (NAM) to the Kyrgyz Republic on 23 and 24 April 2009. The purpose of the OSCE/ODIHR NAM was to assess the conditions and level of preparation for the election, in line with OSCE commitments, and to advise on modalities for a possible election-related activity.

The 23 July 2009 presidential election in the Kyrgyz Republic failed to meet key OSCE commitments for democratic elections, in particular the commitment to guarantee equal suffrage, to ensure that votes are reported honestly and that political campaigning is conducted in a fair and free atmosphere as well as to maintain a clear separation between
party and state. The field of presidential candidates offered a genuine choice to voters and the continuing engagement of civil society provided an important element of transparency and accountability. Notwithstanding these positive lements, public confidence in the electoral process remains a fundamental challenge.
