Philippines: Comelec Eases IP Registration Procedure, Manila Bulletin (2012).

This article discusses voter registration for Indigenous Peoples (IPs) in the Philippines. Based on Comelec Resolution 9427, if the registrant has no valid identification card, he/she may be identified under oath before election officers using the Affidavit of Identification.
