Philippines: Substitute candidates have until December 14 to file CoCs, Manila Bulletin (2009).

This article deals with Section 13 of Comelec Resolution No. 8678 which allows the filing of substitute candidates for registered political parties which applies to candidates who may need to be substituted due to death, disqualification, or withdrawal for the 2010 Philippines National elections.
