Philippines: New Comelec exec for manual ARMM polls, Manila Bulletin Publishing Corporation (2011)

This article reports on the statement of Comelec’s new commissioner, Augusto Lagman, on the use of the manual system in the ARMM polls scheduled August 2011, stating that he would push for the use of such a system in the election. He argued that it is illogical to use the Precint Count Optical Scan (PCOS) machines in the poll because the election involve a minimal number of candidates.
