Recent foreign aid has allegedly disappeared, and there are concerns that a lot of his country's aid has been used by politicians to buy votes, rather than to improve services to the provinces, but the prime minister, Dr Derek Sikua, says new guidelines have been put in place and government ministers are now required to account for all funding.
