- Turkmenistan: Needs Assessment Mission Report ahead of the 14 December 2008 parliamentary election, OSCE/ODIHR
- OSCE/ODIHR deployed a Needs Assessment Mission to Turkmenistan in September-October 2008 to assess the situation ahead of the 14 December 2008 Parliamentary Elections. The mission concluded that recent Constitutional amendments may constitute possible positive developments. The mission also suggested deploying a small number of election experts as Election Support Team to Turkmenistan.

- On 21 December 2006, the President of Turkmenistan, Mr. Saparmurat Niyazov, passed away. On 26 December, during an extraordinary meeting, the PCT fulfilled its constitutional obligations scheduling a presidential election for 11 February 2007. The People's Council of Turkmenistan indicated, inter alia, that international observers could attend the election. The 11 February presidential election in Turkmenistan was the first to be contested by more than one candidate.
