Description of Electoral SystemPolitical Organization: Democratic and representative government comprised of 14 departments. Form of Government: Presidential.
Electoral System The President of the Republic: is elected along with the Vice President on the same ballot by popular vote. An absolute majority is established by half plus one of the valid votes. When neither political party or coalition of parties obtains an absolute majority, a run-off election is carried out between the two candidates that have obtained the majority of votes. The Congress of the Republic: a proportional representational system is utilized to elect between 20 – 64 representatives from a national list which are distributed between the country’s 14 departments. Each department represents a district which elects a variable number of representatives according to legally determined allocations.
