Description of Electoral System:(courtesy of IFES election guide) The President is elected by direct vote to serve a 5-year term. In the Assembly (Skupstina), 81 members are elected through a party-list proportional representation system to serve 4-year terms. Electoral laws of Montenegro are available here.

As a consequence of the decision of the Parliament to shorten its
mandate, the President of Montenegro called early parliamentary
elections for 29 March 2009.
