Description of Electoral System:

The President is elected by direct vote to serve a 5-year term. In the Assembly (Skupstina), 81 members are elected through a party-list proportional representation system to serve 4-year terms.

Recent elections

As a consequence of the decision of the Parliament to shorten its mandate, the President of Montenegro called early parliamentary elections for 29 March 2009. A total of 970 candidates
were competing for 81 mandates, to be allocated based on a proportional list system. At the same time as the parliamentary elections, local elections took place in Budva, Herceg Novi, Niki and Tivat. Please click here to read the interim report of the OSCE ODIHR Election Observation Mission.

Past elections
