GEO 2013

GEO 2013 Logo

The 6th GEO Conference and A-WEB Inaugural Assembly took place from October 14 to 17 in Incheon, South Korea. The theme of this year's GEO was "Sustainable Electoral Processes, Strengthened Democracy". An overview of the conference progam and objectives, including 62 presentations and speaking notes is now available on the ACE GEO section.

 

ACE on: Electoral Costs and Sustainability

ACE Booth at the 6th GEO 2013

ACE was present at the 6th GEO Conference with a booth and, reflecting the conference theme, we took this opportunity to prepare the first edition of the new "ACE on" series.

"ACE on: Electoral Costs and Sustainability" compiles a cross-section of content drawn from across ACE knowledge resources on the topic of cost and sustainability in electoral administration.

We are planning a for new "ACE on" to be released once every quarter. If you would like to see  a particular topic summarized this way, please send your suggestions to [email protected]

Electoral Integrity and Results Management Systems Updated

ACE Materials at the 6th GEO 2013

In August two more updated Encyclopaedia Topic Areas were published: Results Management Systems and Electoral Integrity.

We would like to thank all authors as well as the members of the Practitioners' Network who provided their input and participated in the review process. All together eight topic areas with 1236 pages of ACE content were reviewed this year. 

As with all updates the two topic areas are now also available in PDF format:

Currently we are working on French translations of all eight updated topic areas. Subscribers of our French Newsletter will be notified as soon as the translations are available online.

 

The Practitioners' Network

Over the last three months 625 members logged on to the Practitioners' Network and shared their experiences, knowledge and expertise through 200 contributions to questions asked by their peers. Recent questions were about Voting rights for illegal migrants, Anti-corruption tools, Diversity inclusion in electoral processes and Electronic election observation.

Consolidated Replies are published summaries of the discussions on the Practitioners' Network. Among the consolidated replies published during the past quarter were the following:

Successful EMB institutional development and capacity building 

At the Independent High Electoral Commission of Iraq, we hope to prepare a round-table discussion on Electoral Management Bodies (EMBs) and institutional development, and we are searching for recent and relevant experiences from around the world regarding EMB institutional development and capacity building. I would therefore like to ask the members of the Practitioners Network: 

  • What recent case studies are available on successful institutional development and capacity building methodologies in EMBs around the world?
  • How are successful institutional development programmes structured within these EMBs?
  • Which are the most important best practices in institutional development programmes and what makes these programmes successful?

Comparative examples of electoral procedures and legislation considering the customary laws of indigenous communities

We are in the process of developing procedures to codify customary law of indigenous communities used for the election of municipal representatives and members of the local legislative body. Taking that into account, I would like to know:

  • What country examples are there where elections related procedures and legislation has made provisions for customary laws of indigenous communities when it comes to local level elections? 
  • Which customary laws have been considered in these country examples?
  • Could you share those customary laws?

Financing Politics: The Middle East and North Africa is a collaborative effort between the International Foundation for Electoral Systems (IFES) and the Arab Region Parliamentarians Against Corruption (ARPAC). It represents a concerted attempt to better understand and document existing political finance regulations and experiences in five countries – Egypt, Jordan, Lebanon, Tunisia and Yemen. The availability of information on the funding of parties and campaigns is a first and significant step in enhancing transparency.
