  GEO 2003, Mexico City In the context of the extension and revaluation without precedent of the democratic principles, values and practices that have been registered over the last couple of decades, and therefore of the efforts to guarantee free, transparent and trustworthy elections, association of electoral organizations have been configured and formalized in practically every region of the world. Their fundamental objective being the promotion of democracy, especially via linking, exchanging, cooperating and technical assistance programs.

If we consider that, beyond each region's or country's particularities, the organizations, institutions or authorities in charge of or having an interest in the establishment, preservation or fortification of democratic regimes confront common challenges, as well as the fact that the organization, as well as the administration of fair elections have become matters of specialized knowledge and practice, the initiative of three of the world's leading institutions in this filed happened naturally and by good fortune: The United Nations (UN), the International Foundation for Electoral Systems (IFES) and the International Institute for Democracy and Electoral Assistance (IDEA), to promote the celebration of a Worldwide Conference of the associations of regional electoral organizations. This initiative was supported with special interest by Elections Canada (EC), that became the host for that first Worldwide Conference, which took place in Ottawa in April 1999.

The Ottawa Conference was highly fruitful: it enabled a first encounter and mutual understanding between different regional associations, it promoted the first exchange of matter of common interest and it allowed for the establishment of the first bases to promote a process of communication and cooperation. Further, it opened the door and generated the necessary expectations for the efforts and registered progress to manifest continuity.

It is therefore no surprise that the same institutions that conceived and materialized the idea of celebrating the Ottawa Conference (UN, IFES, IDEA and EC), not only viewed with enthusiasm but also actively supported the initiative put forward by the federal electoral authorities in Mexico, (TEPJF), to celebrate a second Worldwide Conference that we attend today.

GEO 2003, Mexico City The main purpose of the Conference is to offer a forum for the representatives of the regional associations to analyze and discuss global and local problems, both general and particular, that are faced by the electoral democracy in different parts of the world. The tendency towards economic globalization diversify their field of action in social and political realms; the question of elections is not foreign to this worldwide phenomenon, and therefore the Conference intends being a response to the internationalism of politics and electoral democracy.  

The format and subject agenda of the II GEO Conference was defined from an ample process of consultation to identify and select subjects of common interest. Its three main intentions are:

  • To give continuity to the process of communication and approximation between the regional associations of electoral organisms and international specialized organizations and institutions interested in the promotion of democracy and electoral technical assistance.
  • To exchange knowledge, experiences and impressions concerning dilemmas and challenges faced by organizations and electoral authorities when dealing with most relevant and current common problems
  • To identify the areas where it is feasible to establish and fortify mechanisms of cooperation and inter-institutional exchange, and if possible, to define and examine some initiatives and concrete proposals. 

With this Conference, the organizing institutions not only ratify their commitments towards the strengthening of the international communication and cooperation as ideal ways of contributing to the firm establishment and preservation of democratic practices and culture, but also intends being a concrete contribution in this sense. We hope that all the participants share these goals and we thank you for your presence.
