Dickson Bailey

DICKSON H. BAILEY Dickson H. Bailey has been Program Director IFES Kosovo (election assistance) since January 2006. Dickson Bailey joined IFES in May 1999 as Program Director IFES Albania, a position he held until the closure of the program in May 2006. Between January and May 2006 Dickson was the Program Director for IFES in both Kosovo and Albania. Part of Dickson’s ongoing responsibilities is to actively seek out new program opportunities for IFES in the south east Balkan region. Since 1999 Dickson has represented IFES at several international meetings and conferences in Europe. Prior to joining IFES Dickson had a lengthy career with the Government of Saskatchewan, Canada where he served as Chief Electoral Officer, Special Advisor to the Premier on Social Policy, Special Advisor to the Deputy Minister of Intergovernmental Affairs, Executive Director of the Canada/Saskatchewan Infrastructure Program, Executive Director of the Health Boards and Local Government Election Office and most latterly the Executive Director of the Saskatchewan Anniversaries Secretariat. In 1981, Dickson was the author of a special policy review and recommendations on the role of the Province of Saskatchewan in international programming. He organized the first official visit of a Canadian Premier to China in 1974 and participated in the evaluation of Saskatchewan funded international development projects in Africa with the Canadian International Development Agency (CIDA). For several years Mr. Bailey was a lecturer in Canadian government at the University of Regina, Saskatchewan and served as a lecturer in American Politics and American History at the University of New York, Tirana campus in Albania. Mr. Bailey has been a candidate for election to the Parliament of Canada on two occasions (1972 and 1988). In 2003 Mr. Bailey was presented with the Medal for Outstanding Civic Merit by President Alfred Moisiu of the Republic of Albania. The Medal for Outstanding Civic Merits is the highest recognition given to non Albanians by the Government of Albania and was presented to Mr. Bailey in recognition of his contributions to the Central Election Commission of Albania. In 2006 Mr. Bailey was presented with the Centennial Medal by the Premier of Saskatchewan. The Saskatchewan Centennial Medal is part of the Canadian Honors program. Mr. Bailey has a M.A. (Political Science) from McMaster University, Hamilton, Ontario. He and his wife Priscilla have five children and five grandchildren.
