Jeannette is Fellow in Electoral Studies at the Pacific Institute of Advanced Studies in Development and Governance, the University of the South Pacific in Suva, Fiji. She graduated with a BA in Administration and History/Politics in 1985 from USP and a MA in Development Administration from the National Centre for Development Studies (NCDS).Was former Principal Electoral Officer for Vanuatu from 1997-2003 with responsibilities for the surpervision and conduct of parliamentary, provincial and local government council elections. In 1986-1991 was the policy advisor on electoral matters to Minister of Home Affairs. , the Council
