The poster was a prominent part of the government's voter education campaign to encourage registration in advance of Constituent Assmebly Elections. Uganda: Final Report of the observation mission, presidential and parliamentary elections, European Parliament (2006)
This is a report by an elections observation delegation from the European Parliament. This report briefly introduces the historical and political background of the 2006 elections in Uganda. The political party system and electoral one are also clearly explained (the legal framework of the elections). Ultimately, the Electoral Commission proved to be an independent and well-functioning body. The delegation concludes that the presidential and parliamentary elections were well managed and peaceful.

This report was published by the Commonwealth Observer Group after the 2006 elections. The report describes the preparations for the elections, and focuses in particular on the political campaign and the role of the media. Even though the observers were able to find some serious irregularities and shortcomings, the Electoral Commission worked efficiently and successfully. Furthermore, the newly established multi-party system was hardly tested: the opposition parties were handicapped by the lack of public funding and of media coverage. However, these elections represent a fundamental moment in Uganda's democratic transition.
