Mexico: Report on the Impact of the Electoral Reform, INE (2023) 'This Report seeks to provide the members of the General Council of the National Electoral Institute (INE), and the whole citizenry, with an orderly and clear assessment of the main guidelines on the amendments and the likely judicial and operational consequences of their implementation. In sum, it is intended to be a text that can offer its readers a crucial input (from the standpoint of those who manage the elections and who have technical and executive electoral experience) to fully understand the breadth of the legal electoral reform. This document is fundamentally built with the information provided by the core technical and executive departments of the National Electoral Institute, as well as from its decentralised bodies.'

This article, written by Todd A. Eisenstadt and Alejandro Poiré, claims that while part of the explanation lies in López Obrador’s ability to frame the election within Mexico’s now-defunct tradition of fraudulent elections, obstacles to full electoral transparency in Mexico do remain, and of a sufficient magnitude to justify further electoral reforms according to the authors.

Mexico: Pre-election Statement on Mexico Election, July 2, 2000 At the invitation of the major political parties and the government of Mexico and with the welcome of the Federal Election Institute, the Latin American and the Caribbean Program (LACP) of the Carter Center, representing the Council of Presidents and Prime Ministers, dispatched an exploratory mission to Mexico on June 12-14, 2000 to assess the electoral process and propose a strategy to monitor the elections of July 2nd.
